Government Grant Compliance & Reporting Specialist Contractor

Time Commitment: 10-15 hours per week

Compensation: $50 per hour

Location: Fully Remote


The Organization 

Lighthouse Foundation of Chicagoland is a Black LGBTQ+-led, multiracial social justice organization that advances justice for Black LGBTQ+ people across Chicagoland through empowerment, education, and entertainment. Since July 2019, Lighthouse Foundation has launched the nation’s first Black Queer Equity Index, partnered with 24 organizations, and hosted 140+ activations with 1,600+ Individuals.


The Role

Lighthouse Foundation seeks a Government Grant Compliance & Reporting Specialist Contractor to lead and manage the reimbursement process from government funders.Candidates with experience reviewing/approving government payments or experience with processing are preferred.


The ideal candidate is an adaptive self-starter who enjoys working as part of a team and is growth-oriented. This part-time contract role will average 10-15 hours per week. 


Grant  Reporting and Reimbursements (30%)

  • Prepare and submit required programmatic and financial reports for grants funded by the State of Illinois, Cook County, and the City of Chicago

  • Compile reimbursement requests, invoices, and supporting documentation in accordance with funder requirements

  • Review expenses for allowability, allocability, reasonableness, and proper documentation

  • Reconcile reimbursement submissions with approved budgets and internal financial records

Program Data & Documentation (25%)

  • Work directly with program and finance staff to collect required outputs, outcomes, and performance measures

  • Ensure consistency between program narratives, financial reports, and reimbursement documentation

  • Maintain organized grant records in accordance with retention requirements

Compliance & Monitoring Readiness (25%)

  • Ensure compliance with grant agreements, contracts, and applicable state and local regulations

  • Maintain complete, monitoring-ready grant files, including fiscal documentation, performance data, and backup support

  • Support agency monitoring visits, desk reviews, and audits by preparing materials and responding to follow-up requests

  • Identify compliance risks and support corrective actions as needed

Systems & Internal Support (20%)

  • Track reporting and reimbursement deadlines across multiple grants

  • Use funder portals and reporting systems required by the City of Chicago, Cook County, and the State of Illinois

  • Support internal compliance processes, templates, and documentation as needed

Required Qualifications

  • 3+ years of direct experience reporting on government grants in Illinois

  • Demonstrated experience preparing and submitting grant reports for the City of Chicago

  • Experience with reimbursement-based grants, billing, and invoicing

  • Strong understanding of state and local government grant compliance and monitoring requirements

  • High attention to detail and strong organizational skills

  • Ability to work independently as a staff-augmentation resource and manage multiple grants simultaneously

Preferred Qualifications

  • Experience serving as a government grant monitor, specialist, reviewer, or compliance officer for the City of Chicago, Cook County, and/or the State of Illinois

  • Direct experience with billing and reporting for the following agencies, either on the government side or as a nonprofit grantee:

    • Illinois Department of Public Health (IDPH)

    • Illinois Criminal Justice Information Authority (ICJIA)

    • Illinois Department of Commerce and Economic Opportunity (DCEO)

    • Chicago Department of Public Health (CDPH)

  • Familiarity with cost allocation, matching funds, and indirect cost requirements

  • Experience supporting monitoring visits, desk audits, or corrective action plans

  • Background in grants management, finance, accounting, or public administration
